He was predeceased by: his parents, Ike Eugene Harper and Florence Alberta Welch Harper. He is survived by: his wife Peggy Ann Harper; and his children, David (Carolyn Harper), Terry (Tanika Harper), Kimberly (Terrell Rutland) and Dana (Jerry Morris). He is also survived by 14 grandchildren; and 11 great grandchildren.
