He was predeceased by: his parents, John R. Carter and Dorothy Wiggins Carter; and his brother John "Sammy" Carter. He is survived by: his children, William Carter II, Emily Carter and Amy Parker; and his brothers, Jimmy Carter, Joel R. Carter Sr. (Stephanie) and Joey Carter. He is also survived by several nieces, nephews, and grandchildren.
