He was predeceased by: his parents, Herbert Payne and Marie Payne; and his sister Penny Payne. He is survived by: his wife Susan Payne of DeKalb, MS; his children, Justin Herbert Payne of DeKalb, John Thomas Goins (Megan) of Chunky, MS and Tiffany Goins of DeKalb, MS; his grandchildren, Thomas Hays III, Kara Robinson and Isaac Goins; and his brother Tommy Payne (Sharon) of Arkansas. He is also survived by several nieces, nephews, cousins, friends.
