He is survived by: his wife Jeannie Tatum; his children, Douglas Phelps (Kelly Ebels) and Emilie Phelps; his stepson Scott Tatum; his grandson Leo Phelps; and his sisters, June Phelps Constable (Jim Haney) and Angela Thames (Jeff).
Joe was awarded the Debbie Erdman-Lee Freeman Leadership in Philanthropy Award for his work with and donations to the Livingston Healthcare Foundation.
