He was predeceased by: his parents, Lawrence Carter and Georgia Milloway Carter; his wife Elizabeth Kindley Carter (Lib); and his siblings, Melvin, Ralph, Donald Carter, Carol Carter Winfrey and Marie Carter Vest.
He is survived by: his daughter Denise Carter Bulla; his granddaughter Stacy Holden (Zeb Holden); his great grandchildren, Nate and Bryn Holden; and his sister Lois Carter Taylor.
