He was predeceased by: his parents, Victor, Sr. Duggins and Elizabeth Taylor Duggins; and his wife Gail Wilkerson Duggins. He is survived by: his daughters, Lesley Duggins of Cullowhee, NC and Amy Duggins of Cullowhee, NC; his stepsons, Brett Cobble (Kylee) of Crossville, TN and Derek Cobble of Knoxville, TN; his grandchildren, Aidan Williams and Mira Williams; and his stepgrandchildren, Leah Cobble, Evan, Evy Cobble, Emmy Jo and Brooklyn Johnson. He is also survived by cousins and friends.
