She is survived by: her husband Lloyd Norman Waters; her son Lloyd Norman Waters, Jr. of Terra Ceia; her grandchildren, Lloyd Norman "Storm" Waters, III of Bath and Megan Eubanks of Washington; and her siblings, Shirley Oliver of Delaware, Earl Sheppard of Bath and Jack Norman Sheppard of Plymouth.
Visitation was held on Wednesday, September 2nd 2026 from 1:00 PM to 2:00 PM at the Paul Funeral Home - Washington (900 John Small Ave, Washington, NC 27889). A memorial service was held on Wednesday, September 2nd 2026 at 2:00 PM at the same location.
