He was predeceased by: his parents, Wilbur Meekin Payne and Della Mae Kinsey Payne; his wife Billie Sue Melton Payne; his brothers, Lewis Payne, Toney Payne and Allen Payne; and his son-in-law Rex Mobley.
He is survived by: his children, Michael Payne and Susan Mobley; his grandchildren, Alyssa Sisk (Michael), Tristan Payne, Caleb Mobley and Jennifer Anderson (DJ); and his great grandchildren, Braxton Hughes, Paizley Sisk and Olivia Lawson. He is also survived by nieces and nephews.
