He was predeceased by: his parents, Newt Blackburn and Annie Lewis Blackburn; and his sisters, Betty Ruth Ragen, Lorraine Miller and Chessie Greene.
He is survived by: his wife Jean Wilson Blackburn; his children, Diane Currin and Billy Blackburn Jr. (Sandra) of El Paso; and his grandchildren, Bryan Blake Darden of Raleigh, Michelle Nicole Blackburn of El Paso and Andrew James Blackburn of El Paso. He is also survived by nieces, nephews and cousins.
