He was predeceased by: his parents, Russell Cleveland Higgins and Robertson Higgins of Arizona; his wife Polly; his siblings, Dorothy H. Moseley and Hartwell Jackson Higgins; his brothers-in-law, Bob Barrow, Rob Moseley and Jimmy Clapp; and his nephew Edward Clapp.
He is survived by: his children, Donald Higgins and Abbie Higgins Thomas (David); his sister-in-law Carolyn Clapp; and his nieces and nephews, Frank Barrow, Ginger L. Dahlquist (Kent), Bobi Barrow, Barbie Barrow, Brenda L. Bernt (Andy), Bob Moseley and Pam Moore (Ricky). He is also survived by many great nieces, nephews, and cousins.
