He is survived by: his wife Barbara Simons Riggs; his children, Joseph Riggs, Jr. of Camden, NC, Pamela Richardson (Cecil) of Camden, NC and Kimberly Sawyer (Frank) of Camden, NC; his stepchildren, Amber Otis (John) of Newport News, VA and Robert Minton of Camden, NC; his brother Delmas Riggs; his grandchildren, Josh Richardson (Crystal), Becky Hobbs (Daniel), Samantha Carson (Andy) and Zach Sawyer; and his stepgrandchild Devin Minton. He is also survived by seven great-grandchildren.
