He is survived by: his mother Peggy Oakes Carter; his wife Jennifer Wells Carter; his daughter Amanda Matthis of Clinton; his stepchildren, Lisa Harrison (Jason) of Wilmington, Samantha DeBose of Watha, JoAnna Hubbard (George) of Teachey and Jamie Sykes of Watha; and his grandchildren, Landyn Carter, Chloe Matthews, Ashleigh Harrison, Jase Harrison, Gabby DeBose, Ethan Simmons and Rayle Hubbard.

Visitation was held on Saturday, September 12th 2026 from 1:00 PM to 1:45 PM at the Epworth Methodist Church (5876 Garland Hwy, Clinton, NC 28328). A memorial service was held on Saturday, September 12th 2026 at 2:00 PM at the same location.
