He was predeceased by : his parents, Rev. Edgar Phelps and Mildred Phelps; and his siblings, Earl Phelps and Glada Phelps. He is survived by : his wife Virginia; his daughter Janet Ernst (Joe); his pets, Jax and Ginger; his sister Jane Strandberg of Littleton, CO; his sister-in-law Mary Ellen Phelps of Barberton, OH.; his nephews, Dale Phelps, Gary Phelps and Greg Strandberg; and his niece Lynn Ford.

Visitation was held on Sunday, April 14th 2024 from 12:00 PM to 1:00 PM at the Broadus Church (59 Green St SW, Concord, NC 28027). A funeral service was held on Sunday, April 14th 2024 at 1:00 PM at the same location. A committal service was held on Sunday, April 14th 2024 at 2:20 PM at the Cabarrus Memorial Gardens (3892 NC-73, Concord, NC 28025).

In lieu of flowers, memorial donations may be made to Broadus Church at 59 Green Street, Concord, NC 28027.
