He was predeceased by: his parents, Robert O'Connell Billups of Pritchard, WV and Ruth Law Billups of Romney, WV.; and his nephews, Jonathan and Joshua Barbour. He is survived by: his siblings, James Robert Billups (Anita) of Kernersville, NC and Mona Ruth Vick (Rudy) of Lusby, MD. He is also survived by 8 nieces and nephews, and 14 great nieces and nephews.
In lieu of flowers, memorials may be made to the "Good Samaritan Fund" at Forest Hill United Methodist Church, 265 Union Street NW, Concord, NC 28025.
