He was predeceased by: his parents, William Henry Bell and Nellie Mae Mozingo; his wife Patricia Ann Bell; his son Joseph Samuel Bell, Jr.; his grandson Ian Hutton; and his siblings, Jessie Lee Bell, Minnie Little, Doris Chase and Mildred Chase.
He is survived by: his daughters, Cecelia Yvonne Bell-Mohamud (Mohamud) of Hopewell and Sara Elisabeth Kirtley (Jim Kirtley); his grandchildren, Adriénneé Bell of Ruther Glen, Virginia and Christian Sharpe of Colonial Heights, Virginia; his sister Sallie Louise Tucker; his niece Brenda "Susie" Tucker; his nephews, Tommy Tucker and Ray Tucker; his great-niece Stephanie Satterfield; and his great-nephews, Roger Tucker and Tommy Tucker, Jr. of Dover, NC..
