He was predeceased by: his parents, William Greene Harper and Madelyn Holland Harper Boone; and his siblings, Delores Harper Churchill, Joseph Earl Harper and William Timothy Harper.

He is survived by: his wife Linda Ruth Lamm Harper; and his sons, Thomas Oliver Harper, Jr. (Stephanie), John Walter Harper and Stephen Timothy Harper (Stephanie). He is also survived by eight grandchildren.
