He was predeceased by: his parents, Buddy Dallas Oakley and Evelyn Loftis Oakley Mills; his wife Joanna Hart Oakley; his stepfather John Wesley Mills; his children, Kimberly Hart Oakley Outlaw and Charles "Chuck" Francis Oakley Jr.; and his brothers, Millard Oakley, Billy Gene Oakley and Clunette Oakley.

He is survived by: his brother-in-law James Hart (Patricia); and his son-in-law Kenny Outlaw.
