He was predeceased by: his father Thelbert Riggs; his wife Ruth Fisher Riggs; and his siblings, Ted Riggs, Thelma Lee Davis and Anna Faye Martin.
He is survived by: his daughter Jera Riggs-DeBalsi (Karen DeBalsi); and his brothers, Preston Riggs and Paul Riggs. He is also survived by his family and friends.
