He was predeceased by: his parents, Eloise Butler and Harvey Livingston Binns, Jr.; and his wife Penny Jo Powell Binns. He is survived by: his children, Ian Binns (Ann), Susan Reynolds (Jeremy), Kaycee Dowell (Lindsay) and Harvey L Binns, IV (Chip); and his sisters, Susan Binns Creighton and Cynthia Binns Reed.
A celebration of life will be held on Wednesday, October 8th 2025 at 11:00 AM at the St. Paul's Episcopal Church (101 W Gale St, Edenton, NC 27932).
