He is survived by: his wife Sue Harvell Carter; his children, Steven Lynn Sampson (Melvin), Joshua Jerome Carter and Lori Ann Catrett; his stepdaughter Krystal Epps Howard (Billy); his siblings, Doug Carter, Michael Carter and Cindy Ruffin; and his close friend Robert Jakubiel. He is also survived by grandchildren, nieces, and nephews.
