He was predeceased by: his parents, James Milligan and Margie Milligan. He is survived by: his son Carl Dean Milligan (Kat) of New Bern, NC..
Visitation was held on Wednesday, July 9th 2025 from 5:30 PM to 6:30 PM at the Victory Baptist Church (205 Sound Rd, Holly Ridge, NC 28445). A memorial service was held on Wednesday, July 9th 2025 at 6:30 PM at the same location.
