He was predeceased by: his wife Gwen Waters; his parents, Marvin Eugene Waters Sr. and Flossie Mae Aldridge Waters; his siblings, Kenneth Waters, Marvin Eugene Waters, Jr. and Margaret Waters Willoughby; and his granddaughter Jennifer McMurtrey.
He is survived by: his children, Debra Laws of Wilmington, Denise Bell of Jacksonville, Scott Graham of Wilmington and Michelle Kleisner of Ramseur; and his grandchildren, Seth Laws, Chris Laws, Reina Laws, Allen Bell, Michael Bell, Timmy Laws, Rebekah Cihocki, Jessica Stamer, Lauren Medeiros, Stephen Kleisner and Matthew Kleisner. He is also survived by seventeen great-grandchildren, and two great-great grandchildren.
