He was predeceased by: his wife JoAnn Dawson Carter; his mother Elsie Koonce; and his siblings, Sylvia Marshburn, Darlene Stroud, Katherine Snell and Leonard Carter.
He is survived by: his children, Missy Carter (Gene) of Kinston, Tillman Carter (Angie) of Kinston, Gary Carter (Patricia) of Kinston, Chris Carter of New Bern and Jeff Lein (Deanna) of Iowa; and his sisters, Ann Cullen (Jim) of Bath, Shirley Belk (John) of New Bern and Paulette Sandlin of Kinston. He is also survived by 13 grandchildren; 11 great-grandchildren.
