He was predeceased by: his parents, Leon Mullins and Dorothy Mullins; and his brother David Mullins. He is survived by: his wife Madora McClure Mullins; his children, Matt Mullins (Angie Mullins) of Duncan, Anne Mullins Gallion (Frank Gallion) of Virginia Beach and Regina Veillet Peterson (Eric Peterson) of Portland, Oregon; and his grandchildren, Zoe Mullins, Matthew Mullins Jr., Charlie Gallion, Effie Gallion, Christian Veillet and Gabrielle Veillet.

In lieu of flowers, the family requests donations be given in Charlie's memory to Trinity Presbyterian Church, 13000 Blues Farm Road, Laurinburg, NC 28352.
