He was predeceased by: his parents, David Carter and Amanda "Mandy" Jane Carter; his wife Lucille Hunt Carter; his son David Lucion Carter; his grandson Robert Elsie Carter III; and his siblings, Lucille Thompson, Aggie Burnett, Caroline Locklear, Gracie Lee Carter, Claire Mae Carter, David Boyd Carter, Wade Carter, Thomas Carter, Jeff Carter and Elvert Carter.
He is survived by: his children, Wanda Carter Ward (Billy) of Supply, Pamala Carter (Marcy) of Tennessee and Robert "Buddy" Elsie Carter Jr. (Betty) of Red Springs; and his grandchildren, Tanya, Tonya, William, Dana, Davita, Toby, Aaron, Jonathan and Angel. He is also survived by twenty-two great-grandchildren, six great-great-grandchildren.
