He was predeceased by: his parents, Julius Nathan Penley and Bertha Tolbert Penley; his wife Lorene Radford Penley; his grandson Richard McCloud; and his siblings, Monroe Penley, Ralph Penley, Margie Lawing, Maggie Miller and Carl Penley.

He is survived by: his children, Rhonda McCLoud (Robert), William Penley (Linda), Arvelene Hudgins (Kelvin), Jeff Penley (Tracy) and Paul Penley; and his close friend Ruth Elliott. He is also survived by eleven grandchildren; ten great grandchildren.
