He was predeceased by: his parents, William Carter and Frances Carter; and his siblings, Shirley C. Gessert, William Carter Jr., Larry B. Carter and Harold J. Carter.
He is survived by: his wife Teresa A. Carter; his son Ron C. Locklear (Jenny) of Matthews; his grandchildren, Sequoia C. Locklear and Ron C. Locklear II; his aunt Martha of Alabama; and his brother Marshall E. Carter. He is also survived by friends, nieces and nephews.
Visitation was held on Wednesday, April 23rd 2025 from 11:00 AM to 12:00 PM at the McEwen Funeral Service-Mint Hill Chapel (7428 Matthews-Mint Hill Rd, Mint Hill, NC 28227). A funeral service was held on Wednesday, April 23rd 2025 at 12:00 PM at the same location.
