He is survived by: his children, Phillip Ray Locklear of Maxton, James Phillip (Vondia) of Maxton, Kimberly Locklear of Maxton and Gretchen Baysden of Maxton; his siblings, Arnold Locklear (Dale) of Red Springs, Doris Etta Revels of Pembroke and Dorothy Chavis (Grady) of Red Springs; his grandchildren, Tracie Councill of Sanford, Ashley Locklear of Washington, Jessica Hatcher of Laurel Hill, Tyler Chavis of Pembroke, Rosalind Locklear of Maxton and James Locklear of Maxton; and his great grandchildren, Josiah Bowens, Aubrey Brayboy, Sophie Councill, Storm Douglas, Rain Siwalinggam and Emery Chavis. He is also survived by other relatives and friends.
