He was predeceased by: his parents, Ralph Willard Riggs and Annie Mae Ipock; his wife Barbara Morris Riggs; and his siblings, Kenneth Rhue, Lajuana Marshall and Coretta Brooks.
He is survived by: his daughters, Pamela Riggs Olsson and Carlotta Riggs Fox; his grandchildren, Chris Olsson, James Fox, Timothy Olsson and Justin Fox; his great grandchildren, Connor Olsson, Cooper Olsson, Maddie Olsson, Aaliyah Fox and Riley Fox; and his brother Gary "Donnie" Riggs. He is also survived by extended family members and friends.
Visitation was held on Monday, October 12th 2026 from 1:30 PM to 2:30 PM at the Cotten Funeral Home (2201 Neuse Blvd, New Bern, NC 28560). A graveside service was held on Monday, October 12th 2026 at 3:00 PM at the Greenleaf Memorial Park (900 River Rd, New Bern, NC 28562).
