He is survived by: his wife Betty Arney Williams; his daughter Diane of Roanoke, Virginia; his grandchildren, Jordan, Lauren and Ben; his grandchildren-in-law, Maryann, John Thomas and Logan; his great grandchildren, Micah, Lucy, Lincoln, Stella and Henry; and his sister Rebecca.
Frank held many positions with NASA in Hampton and loved all the various jobs of his contribution to the space program.
