He was predeceased by: his parents, Richard Elbert Neal Sr. and Addie Lou Morris; his stepmother Sharon Marie Neal; and his granddaughter Alyssia LaShay Dance. He is survived by: his daughters, Kristina Jean Neal (Antione Mercer), Tiffany Michelle Neal (David Spain) and Daniell Amber O'Neal (Ricoh O'Neal); his siblings, Rose Anne Neal, Julia Marie Paxton, Richard Elbert Neal Jr., Sharie Lynn Miller, James Albert Miller III and Angela Crystal Pittman; and his grandchildren, Devin Scott Spain, Jamie Franklin Dance, Peyton McCoy Dance, Landon Neal Spain, Shayley Aaliyah Smith and Elana Michelle Spain. He is also survived by nieces and nephews.
