She was loved and cherished by many people including: her parents, Hobe Neece and Ruby Pugh Neece Ferebee; her husband Steve Waters; her sons, Casey Waters of Cudjoe Key, FL and Dr. Tracy Waters (Donna) of Pittsboro; her grandchildren, Hannah, Ethan and Megan; and her sisters, Rebecca Neece of Elizabeth City and Carolyn Neece Dawson of Elizabeth City. She was also cherished by niece and many cousins.
