He was predeceased by: his parents, Charles Thomas and Lydia Bell Garner; his close friend Wendy Willis; and his son Anthony Garner. He is survived by: his sons, Charles Eugene Garner (Roxanne Shadley) and Timothy Brian Garner of West Portsmouth, Ohio; his sister Elizabeth Marvel of Newport; and his grandchildren, Michael Garner and Lily Garner.
