He was predeceased by: his parents, William A. Phelps Sr. and Luella Clark Phelps; and his brothers, Jacob and Robert Phelps. He is survived by: his wife Lucy Wayman Phelps; his daughters, Dianna Sabotka of Cato, NY. and Lorri Hill (John) of Cato, NY.; his sister-in-law Linda Phelps; his siblings, Catherine Halstead, Ivy Tanner, Carol Turnbull (Don), Cynthia Doty (Roger) and Bernard Phelps (Kathy); and his sisters-in-law, Nancy Wayman and Linda Wayman. He is also survived by his seven grandchildren, ten great-grandchildren and one great-great-granddaughter.
