She was predeceased by: her parents, John Spencer and Stella Mae Combs Billings; her husband Earl Dowell; her son Jay Dowell; and her sister Louise Dowell.
She is survived by: her children, Vanessa Richardson (Thomas) of Roaring River and Kermit Dowell (Rebecca) of North Wilkesboro; her granddaughter Mindy Richardson of North Wilkesboro; and her siblings, Helen Caudill of Hays and Jimmy Billings (Mildred) of Traphill. She is also survived by several nieces and nephews.
