He was predeceased by: his parents, Willie Thomas Billups and Pattie Wells Billups; and his siblings, Emily Billups Gold Boone (Jim), Patricia Ann Billups Keeter (Lawrence) and Douglas Billups (Kathleen).
He is survived by: his wife Minnie Baker Billups; his son Thomas Ray Billups (Meg); his granddaughters, Kaila Elizabeth Billups and Kylie Grace Billups; and his sisters, Billie Vern Proctor and Annie Lou Hight. He is also survived by many nieces and nephews.
A funeral service was held on Monday, July 21st 2025 from 6:00 PM to 7:00 PM at the Chapel of Wheeler & Woodlief Funeral Home (1130 N Winstead Ave, Rocky Mount, NC 27804). Visitation was held on Monday, July 21st 2025 from 7:00 PM to 7:30 PM at the Wheeler & Woodlief Funeral Home (1130 N Winstead Ave, Rocky Mount, NC 27804). A committal service was held on Tuesday, July 22nd 2025 from 10:00 AM to 10:30 AM at the Rocky Mount Memorial Park Chapel of Memories (4454 Dortches Blvd, Rocky Mount, NC 27804).
