He was predeceased by: his parents, Clarence H. Waters and Pearl Hardison; and his wife Carol June Windom Waters. He is survived by: his son William L. "Bill" Waters (Beth) of Roper; his granddaughters, Paula Rountree, Hailie Waters, Darby Waters and Karen Kelsey (Jim) of Delta, OH; his godchildren, Anthony Kelsey (Jessica) of Columbus, OH and Allison McPherson (Mikey) of Columbus, OH; and his brother Clarence Wayne Waters (Wanda) of Roper.
