He is survived by: his wife Wanda Staley Phipps; his children, Charlie Phipps, Edward Phipps and Tonya White (David Mace); his siblings, Carl Claiborne Phipps (Linda), Steve Hopson Phipps (Joye) and Betty Jean Greenhill; and his grandchildren, Charlie Phipps, Mackenzie Phipps, Ember Phipps and Emmett Phipps.
