He was predeceased by: his parents, T. C. Rice and Sarah Willene Clark Rice; his brother Thomas E. Rice; his brother-in-law Billy McNeely; and his stepson Timothy Allen Cook.
He is survived by: his stepchildren, Hugh L. Rice, Jr., April Rice Smith (Russell), Toni Cook Smith (Anthony), Tyrone Cook (Claudia), Thomas Cook (Tonya) and Teri Cook Shaw (Tim); and his siblings, Randy Rice, Tim Rice (Gina), Clifford Rice (Alexandria), Scott Rice (Keisha), Paulette Mangham (Anthony), Brenda McNeely, Kathy Rice and Sylvia Rice. He is also survived by 15 grandchildren; 7 great-grandchildren; 4 honorary grandchildren; 1 late honorary grandchild; and a host of nieces, nephews, cousins, other relatives, and friends.
Visitation will be held on Tuesday, June 17th 2025 from 1:00 PM to 2:00 PM at the Kelsey Memorial Chapel - Noble and Kelsey Funeral Home (223 E Fisher St, Salisbury, NC 28144). A funeral service will be held on Tuesday, June 17th 2025 at 2:00 PM at the same location.
