He was predeceased by: his parents, Julian Harvey Phelps and Clydie Mae Phillips Phelps; his wife Miriam Almeta Preast; and his siblings, James Phelps and Audrey Mae Phelps.
A funeral service was held on Sunday, August 10th 2025 at 2:00 PM at the Sunnyside Cemetery (500 Sylvan Heights Park Way, Scotland Neck, NC 27874).
