He was predeceased by : his parents, James Garland and Annie Connally Garland; and his siblings, Beatrice Garland, Thomas Garland and James Garland, Jr..
He is survived by : his wife Lola Womack Garland; his sister Estella Williams; his sisters-in-law, Carolyn Brandon of Roxboro, Gracie Farmer of Roxboro and Ruth Womack of Roxboro; and his godchildren, Monika Bostic of Alton, Virginia and Douglass Brandon of Alton, Virginia. He is also survived by nieces, nephews, cousins, other loving relatives and friends.
