He was predeceased by: his parents, Claude O'Neal and Ruth O'Neal; his wife Vickie H. O'Neal; and his sister Betty Whitehurst. He is survived by: his children, William (Neal, Jr.), Kathy Ford of Clayton and Anna O'Neal of Chapel Hill; and his granddaughters, Kristen Ford of Wendell and Ashley Ford of Seattle.
In accordance with his love of animals, memorial contributions may be made in Bill's name to his daughter Anna's animal sanctuary, Jenna and Friends Animal Sanctuary, in Chapel Hill, NC.
