He is survived by: his wife Charlotte Blackburn Elliott; his siblings, Patsy Miller of Greenville and Larry Elliott of Boone; and his children, Bill Elliott (Marianne Miraldi Elliott) of Mercersburg and Sharon Elliott (Rodney Sawyer) of Outer Banks. He is also survived by 4 grandchildren and 5 great grandchildren.
In lieu of flowers the family appreciates memorial gifts to the American Legion and Disabled American Veterans (DAV) where Carroll held lifelong memberships.
