He was predeceased by: his parents, James Perkins and Etta Perkins; and his wife Peggy Perkins. He is survived by: his children, Gail Willis (Dana) of Burgaw, Cecil Perkins, Jr. (Carol) of Leland and Susan Stover (Brian) of Burgaw. He is also survived by six grandchildren, and nine great grandchildren.
