He was predeceased by: his wife Dorothy Ann Hungerford Baggett. He is survived by: his siblings, Mary Webber Baggett, Joseph Woodrow Baggett Jr. and Benjamin Huske Baggett; his nephews, Joseph Woodrow Baggett III and Polk Baggett; his godson Jake Evans Stowe; and his pet Homer Hemingway.
A memorial service will be held on Thursday, July 24th 2025 at 11:00 AM at the St. James Parish (25 S 3rd St, Wilmington, NC 28401).
In lieu of flowers, contributions can be made to the following three funds that Billy established at Cape Fear Community College: The Rising Tide Endowment Scholarship (previously incarcerated students), The Dorothy Ann Hungerford Scholarship Fund (women with children impacted by domestic violence), and The Blockade Runner Endowed Scholarship Fund (students in marine technology or geomatics).
