He was predeceased by: his parents, Frank Chester and Maude Esther Phelan (Peterson); and his grandchildren, Shawn Patrick Dehning and Morgan Dehning. He is survived by: his wife Mary "Babe" Phelan of Big Springs; his children, Penny Haugh (Jim) of Grand Island, Peggy Dehning of Big Springs, Patty Hoover (Steve) of Brule, Perry Phelan (Donna) of Big Springs and Paula "Jodi" Alexander (Tim) of Cheyenne, Wyoming; and his sister-in-law Suzanne "Polly" Zimmerman of Julesburg, Colorado. He is also survived by 16 grandchildren; 40 great-grandchildren; 5 great-great-grandchildren; and many nieces, nephews, other relatives and friends.
A memorial has been established in Don's memory for later designation.
