He is survived by: his children, Robert Penner II (Linda) of Ellinwood, KS, Terri Higgins (Jim) of Greenville, SC and Kirk Wheeler; his daughter-in-law Deb Wheeler of Lincoln, NE; and his grandchildren, Melanie Wheeler of Lincoln, NE, Kelli Scripsick (Mark) of Ellinwood, KS, Jeremiah Wheeler and Nicholas Higgins. He is also survived by his grandkids and great grandkids.
