He was predeceased by: his parents, Richard E. Carter, Sr. and Hattie R. Fitzgerald Carter; his wife Mildred A. Carter; and his siblings, Mamie L. Dallan, Rosa Mae Carter, Jacqueline Haynes, Cynthia Jones, Verie Carter, Edward Carter and Rudolph Carter.
He is survived by: his children, Lalita Green of Gouldtown, Fernannda Lane of Millville, Karennia Hall of Vineland and Richard E. Carter III (Valerie) of Jacksonville, FL; his sisters, Mary Berry (Crawley) and Pamela Carter; and his brother-in-law Glennwood McAllister of Louisiana. He is also survived by 11 grandchildren; 27 great-grandchildren; 11 great great-grandchildren.
