He was predeceased by: his parents, Catherine Phillips and Joseph Phillips Sr.; and his brother Thomas Phillips. He is survived by: his siblings, Richard Phillips and Dorothy Phillips McCabe of Livingston. He is also survived by nieces, nephews, extended family, and friends.
In lieu of flowers, the family asks that memorial contributions be made to the Navy-Marine Corps Relief Society (nmcrs.org) in Joe's name.
