He was predeceased by: his parents, Marvin R. Payne and Bessie Payne (Patterson). He is survived by: his wife Kathy Payne; his children, Steven W. Payne, II (Nicole) and Bathsheba Strenkowski (Raymond); his grandchildren, Christopher, Kadryn, Steven III and Connor; and his siblings, Gene, Harold, James and Shirley Payne.
A memorial service will be held on Tuesday, October 20th 2026 at 11:00 AM at the Fowler Baptist Church (8 Balmat-Fowler Rd, Gouverneur, NY 13642).
